The best and fastest way to find out if a college has an accessible alumni association is to find them online. Almost all colleges and universities have web sites today, and most have a link right to that part of their web site. You may not get into it, however, if you are not a former student. If you were, you may already be signed up. You can search through with the search function to see if your person comes up.

If you don't seem to find anything useful online, you can always call up the college in question and ask someone what you can do to access the alumni association. Most have tight security, so you may have to be at their mercy when you want information. What that means is that you can leave your contact information, and that can then be passed on to your missing person. It will then be up to them to decide if they want to contact you or not. As big of a pain as that is, you would probably appreciate that same treatment in the reverse situation.
